Good morning, Portland. Please enjoy these links that I've carefully curated for you.

Among other proposed taxes, the Portland City Councilvoted yesterday afternoon to put on the November ballot a three-percentsales tax on recreational marijuana sales in the city.

For the first time since the derailment and explosion in Mosier, Union Pacific said yesterday that they'll resume sending oil trains through the Columbia River Gorge"over the course of this week. A Union Pacific spokesman told the Mercury that "We expect those operations to resume over the course of this week," because "federal common carrier obligation requires railroads to transport crude oil and other hazardous materials. If a customer delivers a crude oil tank car in conformity with U.S. Department of Transportation requirements, we are obligated to transport the rail car to its destination."

Sticking with oil train news, here's our story in this week's issue about the the 21 protestors arrested on Saturday for blocking train tracks in Vancouver, calling for the end to oil trains.

In the Oregonian this morning, "Portland police consider eliminating certain investigative units to fill patrol vacancies":

Acting Chief Donna Henderson informed bureau members that she met with police command staff and unit managers on Tuesday for a four-hour brainstorming session to figure out where to find officers to fill the patrol shifts.
"We want to get to 400 positions on the street and fully staff detectives,'' Henderson wrote to bureau members.

Yesterday, a woman who was raped by two Oregon State football players, coached by current Nebraska coach Mike Riley, in 1998 met with Riley and his current team in Nebraska.

In the Portland Tribune this morning: "Portland forecloses on first 'zombie homes' with unpaid liens."

The city of Eugene is trying to get $92,300 from the Donald Trump campaign to recoup the costs of protecting his May rally at the Lane Events Center, the Register-Guard reports.

Over on Gawker, a particularly odd interaction between a defendant and judge in a Georgia courtroom last week: "'Fuckman-Ass' Judge and 'Donkey-Dicked' Murder Suspect Are America's Greatest Comic Duo."

Beautiful:
